Managers will be able to recommend training to their team members. Training needs can be captured as part of the Performance Appraisal process. In addition to that Managers will be able to recommend Training's relevant for a job function to their Team Members any time all through the year to satisfy the level of competency requirements. 

To recommend training to a team member GoTo Home Screen Navigation Bar -> Development -> My Team Training 

My Team Training page list all the team members.  

Click on  link of the employee to whom training is to be provided. 

It opens the Training Data Page of a particular employee. 

Click on it opens the Recommend Training Course window. Which displays both the Available & Recommended Courses. 

Manager can quickly and easily select to recommend the course and enter Save to Recommend the Course to a Team Member.
