When an employee is pending under the "Approve Goals Step":
As a managerprivileged user for the goals approval action item, they can reject the goals and let employees edit, add or remove any goals that were submitted by the user during the Set Goals step.
When an employee completes goal setting process (after the goals are approved):
The user can reach out to the HR for getting the Set Goals action back. The HR can refer to the article Reverting employees wprkflow step.
