To choose from KPI Library works,

1. Navigate to Admin > HR Administration

2. Click on the Manage feedback form/ template under the Performance Module Setup

3. Click on the template in which you need to add the goals

4. Click on the choose from KPI Library link 

5. Select the goals to be added in the template from the list of goals displayed

6. Now click on the add the my goal button and the goals will be added to your template

7. You could also search a specific goal by typing it in the search box and click apply.
